A Vi'otim of Austrian Tyranny. — On Friday there appeared at the Relieving Officer's Office, Preston, from Liverpool, Captain Charles Bern, brother to the celebrated general of that name, and tbe friend of Kossuth. He is in a state of complete destitution, but refuses to enter a workhouse under any circumstances. Captain Bern was taken prisoner during the Hungarian insurrection of 1849. When taken prisoner, he says, he was confined first for 42 days in the prison of Komorn. From thence he was sent to Moscow. Here he was kept for eleven months in a dungeon without light, the dungeon being 368 feet deep, and had in it 600 men. Being a freemason he received good treatment, but at the end of the eleven months he was sent to Siberia for life. Here he was generally employed in shooting wolves and bears. He shaved his whiskers and moustachios, and, with assistance, dressed himself iv woman's clothes, when he successfully made his escape. He got to Odessa, where he could not remain long. From thence he got to Constantinople in a steamer, passed through Greece, and finally arrived ' safe at Malta. From Malta he came to Gibraltar, where he was kindly treated and relieved by Major Campbell, Capt Parker, and other officers. : From Gibraltar he came to Portsmoiilb, and has been in England since th^aSlh November last.
