fRANGE BUILDING WAW WAR PLANES 2500 MACHINES. TROUBLE WITH STRIKERS. Australian and K.2'.Cable. LONDON, April 19. The "Daily Telegraph" Paris correspondent says that in view of the international situation the Government has decided to build 2500 new war 'planes as rapidly as possible, replacing the original programme of 1500. Many have already been ordered, but the Air Minister, M. Guy Lachambre, with £20,000,000 supplementary credit recently passed, will be able to increase the rate of production. Despite the Eastertide efforts to appease the strikers, 500 occupied the Gnomerhome aircraft works and prevented 7000 workers resuming, but the strikers ultimately evacuated. The workers generally are disappointed at the slowness of the resumption of work, and are charging the employers with attempting to penalise them. Work will be resumed to-day in almost all the metallurgical factories.

The Inner Council of the Cabinet is putting the final touches to the emergency decrees, on which the Prime Minister, M. Daladier, has worked for two days. The decrees are understood to apply a modern labour code and to outlaw strikes, unless they are approved by secret ballot.
