Russia's reply, esppchlly tho intimation that sho will accept President Roosevelt's proposal if Japan expresses a desire for a conference, has inspired grave doubts in Japan, but after a tio days' hesitation the Government lias ■waived its objections as the lesser of two evils. St Petersburg, June 17 The Czar's advisers refuse to recognise the representative charac. tor of the Zematvos' deputation, insisting it is only aa unauthorised deputation from an unauthorised, and even forbidden, assembly.
The delegates have declared that this is the Russian people's last appeal to the Czar, and that unless they obtain satisfactory assurances that the nation will be allowed a voice in the government, especially in determining the question of peace or war, the contest will enter a new phase. The people will resort to passive resistance by strikes, and nonpayment of taxes.
The Czar's final decision in refer* ence to the Zemstvos' deputation is promised for Monday. M. Avelan has resigned from the Admiralty, which will shortly be reorganised. It is anticipated at Washington that peace negotiations will not be commenced in earnest until after tho coming battle.
