London, June 17 I'f is staled in St Petersburg that a general mobilisation will be necessary at the end of: the month unless the peace pourparlers take a favourable turn.
General Ito has been appointed a Japanese plenipotentiary.
A RiiHflian Minister has informed the Matin that there will be no real negotiations until the impending battle is decided.
He says that even if defeated Russia will never dismantle Vladiyoatock or surrender Stigiialin, or promise riot to maintain a lleefc in the Pacific; but she may possibly arrange respecting Manchuria and Port Arthur, and the payment of an indemnity on terms.
