They are appealing to the Czar to let.representatives eleeted on an equal franchise, and without distinction, decide with him the vital question of peace or war. If then' the terms of 'peace were rejected, war would become natural, and Russia would hare no danger of being divided or of exhausting her strength by an intostiuo struggle.
