Press Assooiation.—Copyright, Capetown, May 3 Loots Botha is circulating a Dutch rosume of the--Constitution, He declares that universal dissatisfaction and indignation is felt, and deep distrust ovinced, by the Transvaal publio, particularly, the Boors; and ho oomplains of the denial of tho Constitution to Orangia and the withholding of autonomy frpm the Transvaal, against the wish of tho vast majorities. He contends that the nominated quarter of the Logisktnre will always turn the scale in favour of tho Government, enabling disastrous proposals liko the 80 million warcontributipn to bo oasily carried, 'He asserts that tho limitation of powers will mako the Legislature a debating sooiety instead of a serious Parliament, and hopes that tho constitution will be speedily changed. Ho says the Transvaal's prosperity can only bo assured by the British people and Government placing manly trust in the Transvaalers,
