GENERAL SMHTS’S APPEAL. Received October 29, 2.30 p.m. CAPETOWN, Oqt .27. General Smuts, in a speech at the opening of the South African parliament ary Conference, after reviewing the failure of the attempts to secure co-opera-tion with the Nationalist Party and combat the social and other unrest, appealed to all moderate citizens to co-oper-ate in forming a new party on non-racial lines, large enough to form a strong Government. No departure, however, must be made from the conciliatory national principles on which the South African Party’s policy is based.
