10,000 TROOPS CONCENTRATING. Received August 27, 10.30 a.m. NEW YORK, August 26. A telegram from Mexico City reports that the Government has so far declined to negotiate with Zamora bandits for the surrender of thc American and the Britisher for ransom. Ten thousand troops have keen concentrated at Jalfuko to advance against Zamora. Received August 27, 10.50 a.m. WASHINGTON, August 25. Later advices from Mexico City to tho State Department report that the Mexican Government will negotiate for tha immediate surrender of the Zamora bandits who axe holding an American and a Britisher for ransom.
