According to a despatch from Tokio, Vice-Minister of Foreign Affairs Hanihar, in a speech, said; It is high time for people on both sides of the Pacific to awaken to the significance of the new era and ponder with deadly earnestness on things concerning them jointlyThere will be irritation on both sides if they fro permitted to so continue indefinitely, and will create an atmosphere which may lead to almost anything. No vital interest, either in Japan or the Uni tel States, is necessarily involved in the Japanese question in California. Wo must go straight away to Hie root of every anti-Japanese and anti-American agitation with the axe of ruthless publicity and education, and if both praties are determined upon a square deal we may expect lasting peace and friendship in nhe Pacific,
