BIG INCREASE IN MILITARY TOTE. TOKIO, August. 20. In 1920 tho military budget, especially as regards naval appropriation, which is 465 million yen, is larger’ than that of 1919. Approximately half the Japanese revenue will be devoted to armaments It is pointed out that this represents an extraordinary increase, ririco only 3S per cent, of the revenue was devoted to armaments in 1913. It is obvious that Japan will push her eight-year naval programme to completion with all expedition. PROTECTION AGAINST BOLSHEVIKS TOKIO, August 20. It is uuderstood Japan has sent a Note to China pointing out that Japan is unable to comply with the Chinese request for withdrawal of Japanese guards, and adds; Tho Guards are posted to prevent a Bolshevik invasion of Manchuria and Korea, and in accordance with an agreement with the Allies, to put tho railway upon an international footing until a legitimate Russian Government capable of preserving law and order is established. ‘ JAPAN MHST HAVE AN OUTLET.” NEW YORK, August 20. Professor Kimura, of the Imperial College of Commerce, Tokio, has arrived on a tour of the United States, in order to survey American industrial and educational methods. He stated that Japan needs expansion. If they do not find a natural outlet they will have to force one. The, Japanese look upon America as their leader. The Japanese do not desire to take possession of China, but to aid her to develop her natural resources.
