The French General Stall’ planned the whole defence. Wrangel’s agent, Savikoff, now has headquarters at Posen, where he is assisting the anti-Bolshevik campaign. The remainder of Deniken’s army, many thousands strong, besides a force of Cossacks, have arrived in Poland and are offering their services, while numerous Russians who were former supporters of the Gzarist regime, after acting as propagandists, are spending money freely, largely supplied by France. ROUMANIA TO MAINTAIN NEUTRALITY. LONDON, August 19. The Roumanian Government has decided to maintain strict neutrality in the Eusso-Polish war. STRIKE IN UPPER SILESIA. . FRENCH USE MACHINE-GUNS. BERLIN, August 19. A strike of workers in Upper Silesia against the Rtisso-Polish war led to a ■serious conflict with French troops at Kutlowitz. French cavalry were attacked and a trooper killed. The French replied with machine-guns and grenades, killing nine and wounding 26. A Trade Union delegation demanded disarmament of troops in the occupied area, promising them safe conduct. The French commandant indignantly refused terms. Negotiations are progressing. The German Press is excited over the incident and reports that 2000 Poles of-military age have been smuggled over the border. They declare that this is a grave danger and' an infringement of the German neutrality.
