Standing Orders of I’arliameiu, are cvl renudy strict regarding tin- formalities necessary before local Bills are considered. Breaches of conditions unmilly settle the fate of one or two meastrren during the session, and the Wanganui Borough Empowering Bill urns one of the unfortunates to strike a formal snag this session owing 1.0 failure to deposit m th’i Supreme (’ourt a. particular schedule. When the n istate was discovered the Bill was again advertised as No. 2 Bill, and the member for Wanganui, as the result of a straightforward explanation i-o the House to-day, managed to get several awkward Standing Orders suspended so as to get a smooth course for the Bill. He explained fiat there was no difference between the two Bills, except that one is No. 1 and the other is entitled No. 2.
