GERMANY APPEAL* TO LEAGUE OF NATIONS. THE FLAG INCIDENT. Received August 9. 2.30 p.m. ’ BERLIN, August 8. Under the clause providing for the setfiement of disputes between members »nd non-members. Germany is appealing to the League of Nations to arbitrate on France’s demands arising out of the flag incident on the 17th July. Earlv in July the French flag was hauled down by Germans at the French Embassy, and later on a leading police official called on the French Embassy and Expressed regret. Subsequently a company of the Keichswehr marched past the Embassy,’ where the leading Franch officers and members of the Embassy stood on the balcony and the flag was rehoistcd. The Reichswehr presented arms and tmarched off singing “Deutchland Über A lies.” The crowd vigorously cheered the Reichswehr, who only participated in the ceremony after influential persuasion, but refused to don parade uniforms.
