FINDING OF COURT OF INQUIRY. (Per United Press Association.) • LONDON, November 13. 'Die Waimana Court of Inquiry finds that tlerc- was no culpable negligence on the part of any specific officer, and no individual was wholly responsible for the troubles, which arose from an unhappy combination of circumstances owing to misunderstanding over the telephone, resulting in the assumption that an arrangement had been agreed to, whereas an agreement had not been definitely reached.
