UNIONISTS URGE DEVOLUTION. LONDON, April 25. A largely-attended meeting of Unionist members of the Houses of Commons and Lords passed a resolution in favour of a federal devolution scheme, with the reservation that Ulster should be treated as a separate unit in the general scheme. Welsh and Scottish members are actively advocating devolution to federal parliaments, which the Home Rule Committee are making the basis of their proposals. NATIONALIST-SINN FEIN BREAK. LONDON, April 25. The Dublin correspondent states that symptoms of disintegration are already apparent in the Nationalist-Sinn Fein Alliance. The Nationalists resent, and will oppose the Sinn Fein candidate for the East Gavau election. The carrying and keeping of arms in southern and western counties is now prohibited.
