DECLARATION BY THE EMPEROR (Australian and N.Z- Cable Services.) BERNE, April 18. Austrian newspapers declare that an honourable peace is certain and imminent. The Emperor on Sunday attended the Cathedral at Vienna on'the occasion of a special peace service, and solemnly vowed that he would build a "Church of Peace" to the Virgin Mary, the Queen of Peace.
