LONDON, October 24. The Novoe Vremya publishes an interview with the Roumanian envoy, a near relative of M. Bratiano, Premier • f Roumania, who has arrived In Petrograd on a special mission on behalf of fie Roumanian Foreign Office. He states emphatically that the army and navy is wholly on the side of the Allies. All are convinced that Roumania will shortly abandon neutrality. The delay is due to the absence of an adequate sup; ly of munitions. There is almost ready an army of 600,000, increasable to l.li 0,000, The War Office has already concentrated 320,000 in the Carpathians ROUMANI US ARMY. A FINE FIGHTING FORCE. Those .who have had an opportunit ■ seeing the various Balkan armies, says a military expert, are confident in their belief that the two best are the Roumanian and the Bulgarian, and then' is generally a little bit of a leaning towards the former, perhaps for the reason that it is a smarter-dressed, more vivid little force than that of any other Balkan State.
