A Pill to give effect to it was introduced in the Senate. “A MISTAKEN POLICY.” WASHINGTSn, March 5. President Wilson, in a brief message, savs that “after the full nature of the judgment is considered, the exemption would bo a mistaken policy from every viewpoint, and a nlain contravention of the Hay-Pauncefote treaty. We accepted the treaty. We are too big, powerful, and self-respecting to adopt a (no strained and refined interpretation. The only thing we can afford to do is to voluntarily withdraw from the position, everywhere the question is misunderstood.” PROGRESS OF EXEMPTION REPEAL BILL. Received March 7, 12.30 p.m. WASHINGTON, March 6. The Sims Bill, repealing the Panama tolls, was reported favourably to the House by the Commerce Committee, the voting being 17 to 4. The measure is likely to be before the House again on Thursday. The more,moderate section of the U.S. Press supports President Wilson’s attitude. Some newspapers hope that Britain will now participate in the San Francisco World’s Fair. .
