The only thing we can afford to do is to voluntarily withdraw from the position, everywhere the question is misunderstood.” PROGRESS OF EXEMPTION REPEAL BILL. Received March 7, 12.30 p.m. WASHINGTON, March 6. The Sims Bill, repealing the Panama tolls, was reported favourably to the House by the Commerce Committee, the voting being 17 to 4. The measure is likely to be before the House again on Thursday. The more,moderate section of the U.S. Press supports President Wilson’s attitude. Some newspapers hope that Britain will now participate in the San Francisco World’s Fair. .
