AMERICA’S COMPLAINTS AGAINST RUSSIA.

WASHINGTON, April 16. In the House of Representatives to-day Congressman Sulzer submitted a motion declaring that Russia’s refusal to respect the passports of Jewish American citizens discriminates against American freedom and abrogates the treaty of 1833. The motion directs the President to notify Russia that the United States desires to terminate the treaty.
