Knox, United States Secretary at Washington are conferring regarding the Arbitration treaty. Reason! able progress has been made. A denial has been issued, that Japan's alliance with Great Britain is likely to affect negotiations. The draft treaty will, it is hoped, be ready for submission to the Senate « fore the April session ends. The treaty provides for arbitration in the case of all questions disputes, including questions of National honor. The arbitration machinery .will be arranged by special agreements when the neefarises.
