Mr Hardy said that last j year the Board received 11s 3d capitation ;nd 9d for school committees. It paid the committees Bs, and kept only 4s for its own wlininistrative expenses. Mr C. Opie, peaking to the motion, said the average dlowance paid by the Boards to commitces was os 61d, Auckland paying 5s 2ld, Itago 5s lljd, Wellington 4s OJd. Canterbury, by paying- the Anuckland rate, would have saved ,£1684, the Wellington ~ate .£2628, and the Otago rate £IO7B.

CLASSIFICATION OF TEACHERS

NEW PLYMOUTH, April 27. At a meeting of the Taranaki Education Board, the Inspectors (Messrs W. A. Bal■antyuc and K. G. Whetter) reported on ‘he question of the classification of teachrs. They recommended that the following scheme be adopted as a basis of classification. with a total of ICO marks:—Service :0 marks (two years one mark), academic attaiuments 15 marks, teaching proficiency 1) marks, personality (including tone, tact, influence, and thoroughness) 20 ’arks, organisation 10 marks, environment ) marks. The Inspectors added that this -. heme was the one adopted as a basis of classification for the teachers of the whole Dominion by the conference of School Inspectors recently held at Wellington. The Board decided to adopt the scheme, and at a later stage adopted the following system of transfer and promotion:—(l) That, after June- 1. in the appointment of teachers the Board shall first of all consider if it has a teacher in its service mitablc to fill the vacancy, and, if so, taeu that teacher shall be transferred to the vacancy, provided the Committee concerned raises no valid objection to the appointment; (2) that in any case where ro suitable teacher is available applications shall be invited and the procedure laid down by the Act followed; (3) that the Board as a whole to be the selection committee.
