EDUCATION BOARD.

The usual monthly meeting of the Wanganui .Education Board was held last evening. Present—-Messrs F. Pirani (chairman), F. Purnell, F. M. Spurdle, A. Fraser, D, H. Guthrie, G. H. Bennett, P„ O’Dea, J. P. Aldridge, and E. Dixon. FINANCE—The following balances were reported-—General account, cr. ,£IO2B 7s Sd; building account, dr. £llO9 18s 7d; 1 land sales account, dr. £194 11s- lOd; manual and technical account, dr. £5700 Is 4d; bank balance, dr. £lßl6 8s lid. It was decided to apply to the Department for an advance on the manual and technical account, and to point out that the Board was compelled to make payments out of overdraft. RESIGNATIONS.—The following resignations were accepted;—F. S. Meyer, C. Henry, H. Nettlefold, M. Robson, H. Yortt. APPOINTMENT-.*—The Manaia Committee wrote approving the appointment ol Mr W. 11. V. Bindon, as headmaster. THANKS.—Letters of thanks for the granting of leave were received from M. ■ D. Alexander and E. P. Laird. LEAVE.—Leave of absence was granted to Miss Grant, Campbell Street (4 days), and M. Miles, St. John’s (one week). COMPLAINT.—-Decided that the Board could not take any action in connection ■ with a complaint against an assistant 1 teacher at Eangataua.

HOROPITO—Decided to forward a copy of a complaint to the headmaster.

TE ROLL—A report as- to repairs necessary at Te Rbti was received. The matter was referred to Mr Purnell with power to act.

VALLEY ROAD.—Decided to tliank the Kiwitea County Council for the offer of a •site, and to take the land subject to Mr Richardson’s interest.

BENNETT'S SIDING.—Mr Aldridge reported that there was no pressing, necessity for a school, at Bennett’s siding.—Decided that the Board could not see its way to establish a school iu this place. HIGH SCHOOLS—Letter from the Education Department, stating that it was necissarv that there be at least 20 pupils “aiding proficiency certificates ready to attend before a High School could be established.—Received.

RENT.—The Department notified that 5s per week would be provided as- rent for a school building at Pukekaha.—Received. LONGBURN.—Decided to inform the Department, in reply to a question, that the Board proposed to sell the present residence, and to put another building into suitable condition.

FREE BOOKS—Letter. Department that the grant for free books for Standard 111. will hold good for next year,—Received.

EXPLANATION.—The Department is to 1-e asked for an explanation as to why the grants which had been expended by the Board at-Dunolly and Makaka were disallowed.

MANAlA.—Letter from the Department conveying the Minister’s sanction to the conversion of Manaia school into a High School, provided there were twenty pupils holding proficiency certificates.—Decided to ascertain if this number of pupils hold proficiency certificates. A letter as to the overcrowded state of the school was received.

RESIGNATION.—Hon. J. G. Findlay wrote intimating that he had resigned fi 0121 tho Victoria College Council owing' to pressure on his time. The meeting unanimously nominated the Chairman (Mr P. Pirani) to stand for the vacancy. BICKERTON ASSOCIATION.—A letter asking for a contribution to tjje funds to send Professor Bickerton Home was received.

PAHIATUA.—Decided to ask the Council to grant a 50 years’ lease of the Tararua site at a peppercorn rental.

CHELTENHAM.—It was reported that the school had been closed on account of whooping cough. WAITANGL—Decided to establish a school, and to make application to the Department for furniture.

DISTRICT HIGH SCHOOL.—The matter of painting a class-room was referred to Mr Spurdle.

PURCHASE.—It was decided to purchase a- section next the St. John’s School at the price mentioned by the vendor’s solicitor.

ELTHAM.—The Committee is to be authorised to spend £2 on doors for the offices. ‘

MANGAWEKA—Application for various additions for the school is to he made to the Government-.

TENDERS.—Decided to invite tenders T oi- the supply of cupboards in Wanganui Hawera and Palmerston. 7 „ PATEA.—The Committee is to be inlormed that they are expected to place wire-netting over the windows.

MATAPIL—The Board will subsidise funds raised for repairs, £1 for £1 up to’

~ JACKEYTOWN.—Mr Bennett was autiiorised to have repairs of re-papering and re-pnmting executed.

FEILDING.—Decided to pay an account tor repairing a chimney. . IhVlHAPE.—Application is to be made to the Department for the addition of a-GG-room at Taihape.

K AIR AN G A.-*—The Committee is to bo informed that the Board cannot alter its decision not to apply for an enlargement.

COLLEGE STREET.—A letter as to the necessity of additions to the school accommodation was received.

POSTPONEMENT.—Applications from Long Acre, Maxwell, and Halcombe, as to the postponement of the May holidays wore

granted. A request from, Turakina was refused. STANWAY.—Repairs to windows were.authorised.

CROETON. —An appeal, against ' the validity of the election of tlie School Committee was received.-—Decided to quash the election and to advise that another election was necessary. COMMITTEES—The Chairman was au--1 horised to make the necessary appointments to complete committees where necessary.

LONGBURN.—Mr Bennett reported on the repairs necessary to the residence.— Authority was given for the expenditure of AIOO for repairs. FOXTON.—Decided that fencing to the total cost of about A6O be made at Foxprovided other pressing works be carried out by the Committee.

REPRESENTATION.—A long discussion- took place as to the present unsuitable system of representation on' the Board, and it was pointed out the present adjustment was not in accordance with the community of interest. The Main Trunk lortiou of the.territory under the Board’s jurisdiction had gone ahead considerably since the present system had been in vogue, and alterations were consequently necessary. Some schools on the Main Trunk line were now included in the northern district, and such a position, was not satisfactory. It was agreed that a, mitable division might be made by taking the Wanganui River as the southern boundary of the northern district, and the Rangitikei River as the boundary between the central and southern districts. The central district would/ then /include the Main Trunk district,v There-being a number of minor difficulties to be considered in connection with; The matter, the queslon was finally referred to the Chairman to give effect to the wishes of the Board.. ATTENDANCE.—The matter of unsatisactory school attendance at certain places was mentioned.' and after discussion, it was decided to write to the committees of ho larger schools asking them to appoint ruant inspectors, whose remuneration , vould he the fines received from prosecu lions. AGRICULTURE.—The Chief Inspector’s report on the matter was discussed and it was decided that _ members of the Board meet the local bodies of their districts, and ascertain what the feeling of those bodies may be m respect of contributing towards sciiolarshps.
