Received November 28, 7.31 a.m. ST. PETERSBURG, November 27. Tho Council of Ministers propose to grant 15 million roubles to ameliorate the lot of the railway men. Late private telegrams state that the Brest regiment has- returned to its allegiance and is entrenched in its barracks. The generals captured have been released. The warships in the harbour refused to answer the signals of the mutineers.
