ST. PETERSBURG, November 27.

The Russian Peasants' Congress has closed, after resolving in favour of civil and political equality, and nationalisation of the land by a constituent Assembly. Itrecommended boycottipg local authorities and State brandy shops, also taxes on, landed proprietors. Only 125 delegates attended from all parts of Russia, a quarter of those present being teachers and agitators. A vast majority of delegates fav~ onred peaceful methods. Sixty Tolstoites were present at the Congress.
