In acknowledging an 'address' at Martinborough, Mr'Seddon said that when the Government desired to put under weigh the expenditure of appropriations this year he was surprised to find from the Departmental heads that there were not 100 men available in the whole colony to carry out the work. Private enterprise and industries were absorbing- all." The scarcity of labour was causing him some anxiety, because the slimmer was fast approaching, and he was afr*aid they would not have the labour available for -farming operations. The Government was anxious to secure at least 500 pick and ehovei men. He reiterated the necessity for establishing a system of universal pensions on a contributory basis. • " • '
