German Proposal Foredoomed to Failure.
Received April 23, 9.8 p.m. LONDON, April 23. French advices from Rome show that the German proposal for an International Conference on the Morocco question is foredoomed to failure.
The Daily Telegraph's Paris correspondent reports that the immediate cause of M. Delcasse's trouble is his fidelity to the Russian alliance. The Socialists, aick of the compact with Czardom, seized the misunderstanding with Germany aa a pretext for attacking M. Delcasse.
