THE LOAN BILL.
In the Lower House the surprise was the increase of the amount in the ' Loan Bill by a quarter of a" million— £2oo,ooo for railways, and for roads for settlement and goldfields. There is grievous dissatisfaction, among .country members with the allqcations. They think the whole -increase .ponld'well h.ave gone to -the roads. ■ The- North is angry because the whole has not gone 'north of Auckland. Members are puzzled iff the Premier's expression about giving the Surveyor-Generalship to a lopal man, the fact being that since the abolition of the ■ prpvinces every Surveyor-General has been a local man. tfr J. T. Thompson, the- firpt, was trained outside - the colony ; the Other two, Messrs McKerrow and Percy Smith, bqth received their training in the colony. The service has "plenty of men good enough to aspire to the legitimate award of the highest'promotion. Therefore members are .puzzled by the assurance, as they Jcnow that a local .man will be appointed. The appointment, which will be made 'in a month, lies between Mr Barrqn, the assistant Surveyor-General, - 'and Mr Mueller, Chief Commissioner at Auckland, whose annual reports are the b st in the.boqksl "•-

The Times this, morning ' assures its readers that the' coming conference here of flour millers can have nothing whatever to do with tho' raising of the price of 'bread, as the rules of the Association provide for maintaining a certain ration between the pricp of wheat" and flour, and as exorbitant prices would prpdupe tin influx of Australian flour.
