. CLOSURE IN THE COUNCIL. j The surprise "of laßt night's_ debate in the Council was the application of the closure. An , unmistakeable _ stonewall had set in against the Conciliation and Arbitration T3ill, when Mr ' Feldwjck astounded the Council by proposing that the Council at once come to a decision, and clinched "the matter ' by quoting their own Standing Order, -No. 130, of 35 years' standing:— "Any member may at any stage of a debate move that the Council do at oncg.-divide "upon the question in debate, and, such ' motion, if seconded, shall" be put from the Chair without discussion Ijs soon* as the member then in < possession of the Council shall have concluded , his address." The manoeuvre proved very ; 'effectual, and though"there"were many i expressions of horror, t he lengthy debate was materially reduced, as there were no other clauses with anything fightable in them. A member "qf the' majority \said yesterday, in conversation, that above all things they wanted to avoid a conflict with the other House, and nqthing is .more certain than that a cqnflicp would have been produced ' by any alteration to clauses 6 and 21. • ~"
