Mouravieff, Minister of Foreign Affairs has addressed a circular to the Powers stating that notwithstanding recent events are appaiently antagonistic to the Czar's scheme, Russia Btill proposes to hold the international disarmament conference. He asks for an interchange of views on the subjeot.
