Sec. or Clerk of Scales one halfr hour before starting. Any person neglecting or refusing to comply with this rule shall pay a fine of 5 soys to' the race fund. All entries should be made on the Club's printed forms of entry, which may be obtained at the office of the Hon. Secretary. All races to be run under the W.J.C. Rules.
