Yoshino, Minister of Commerce, said: — “Japan is confronted, firstly, ■with a national emergency, and an even graver conflict may arise, isolating Japan economically. “Secondly, there is hardly a country in the world which is gladly admitting Japanese goods; therefore, it is imperative to tighten our belts, to economise and carry out fully our new defensive and economic system, which it may be necessary to continue indefinitely, to employ to the utmost substitutes for major imports, which I intend to apply particularly to wool and cotton, and to increase industrial production and expand the production of war ~ munitions.” '
