GERMANY’S SHADOW. EXTENDING OVER CONFERENCE. (Received Wednesday, 10.25 a.m.) LONDON, Tuesday. The “Sun-Herald” says that Germany’s shadow is extending over the Naval Conference. Her name has not been mentioned in discussions but the rapidity and secrecy of her naval rearmament is the real reason behind France and Italy’s reluctance to subscribe to Britain’s plan for declaring their naval programmes over a period of years.
