Qur government, both local and general, is based on the assumption that each and every man and woman has an equal right to an opinion on public affairs and administration, and, further, shall at certain times be called on to express that opinion. That he may differ from his neighbour in opinion is also right, and to a self-respecting citizen is a responsibility. To equitably gather and spend money, to have and express opinions on the health, cleanliness and comfort of the general body, some one must act in the development of methods. Opinions fortunately differ in viewpoint, and thus the man called on to say “yes” or “no” must think, and being British, if honest, is respected and trusted with leadership. Wo hear of men who are invited to offer for such positions as being shy. Why? If? it rude to ask why? Have wo not in the local bodies, now seeking leaders, facts that can and should make us more than proud to be in the con- 1 test?

This writer has expressed opinions on the action, or rather inaction, of the retiring Council on important matters, such as riverside protection and the use of unemployment funds. Resentment was shown by our elected executive, but this did not alter facts as I see them. The inaction of our elected Council fairly . represents citizens’ indolence —hence my first, question, crudely put.—l am, etc., C.E.D.
