NEW YORK, Tuesday.

A message from Bismarck, North Dakota, states that, the Supreme Court ruled yesterday that Governor William Langer was disqualified from holding his office by his conviction on a charge of conspiracy to defraud the United States Government. A few hours later, Langer placed Bismarck City under martial law, giving credence to reports that he would use troops to defy the Court order.
