SICKNESS AND DISABLEMENT. REDUCTION IN BRITAIN. LONDON, Thursday. The House of Commons to-day passed the second reading of the Health Insurance Bill, which is designated materially to reduce the sickness and disablement benefits to women. The Minister of Health, Sir Hilton Young, explaining the benefits paid to women, said that they were nearly £4,000,000 in excess of the actuarial estimate, and were gravely affecting the solvency of the insurance scheme.
