SITUATION in japan. (By Electric Telegraph.—Copyright.) (Australian and N.Z. Cable Association.) WASHINGTON, Tuesday. A report from the American Embassy at Tokio states that the principal exchanges iii Japan were closed for three days, owing to the failure of the operators to put up additional margins. Baron Takahishi, Minister of Finance, attributed the situation to the public fever for speculation. The Minister counselled the public against speculation, and suggested that the Japanese people sjhould contract (their business, and gave his assurance that the Bank of Japan would unhesitatingly help concerns or banks deserving of it.
