REFORM IN INDIA.
The cables to-day tell us that the Cabinet at Home intends to proceed without delay with the introduction of a Bill providing for an alteration in the Indian Government. The lion. E. S. .Montague struck the right note when he stated iii the House of Commons that the keystone of Indian reform would be in the t ransfirence <■■:' power from the bureaucracy to the- people. Such a policy, though gradual in application, must be real. The people of India, through sane and accredited representatives, must govern Jndia. Such-will be the only moans of preventing what will come in .India in the distant future if mismanagement by incompetent officialdom continues —a serious revolt. England has recognised that government by officials has been I tho wrong policy; in her wisdom she is i going to remedy this.
