LARGE NUMBER OF OUTRAGES
ROYAL COMMISSION ASKED FOR.

Sir Thos Smartt, leader of tho Opposition in tiie Union Parliament, has given notice of motion asking the Government to consider tho appointment of a, Royal Commission to cope with the black peril. Eighty-one cases of outrages wero reported in the hist twelve months, and of those seventy-one were brought to justice.
It will bo remembered that much adverse comment was occasioned last year by the action of Lord Gladstone, Governor-General of South Africa, in commuting the sentence of death passed upon a Kaffir for an attompt on the honour of a white woman in December, 1910.
