The Primate (Archbishop of Canterbury), in supporting Lord Rosebery's resolution, declared that the Government's proposed sweepiug departure from immemorial usage was unjustified. The Marquis of Salisbury supported the Primate, adding that there must be a process of selection, giving some personal guarantee of the fitness of any Peer for the Legislative function.

Lord Newton is now in favour of Lord Rnsebery's view—to admit election from outside.
