Press Association— Kleciric Telegraph—Copyright. (Received To-day, at 5.55 a.m.) OTTAWA, Last Night. The Canadian naval scheme coutempalfces the fortification of Sydney, a seaport on Cape Bretou Island, Nova Scotia, owing to the coal for the east coast passing that place. Experts have already surveyed the site of the proposed fortifications. The Government has refused to subsidise dock works at Levis, on the St. Lawrence River, aud Saint John's, on the Richelieu River, to the extent which the reoeut deputation suggested. The Government believes that smaller Federal assistance will be sufficient to ensure the completion .of the enterprise.
