Kins Edward has addressed a Message to the priuces aud peoples of India. After a review of tho past fifty years' History, the Message promises a greater share in tho government to tho people themselves. It also promises to remit or reduce punishments inflicted recently, believing that the mass of the people have no sympathy with tho conspiracies that have been brought to light, and that this exhibition of tho Royal confidence wlil induce-a state of perfect loyalty aud harmony.
