BOLIVIA.
ENCOURAGING PROSPECTS
To some people, no doubt, Boliviastowed away somewhere to the north of the Argentine, in South America— is merely a hot place and nothing more. To Mr J. Roots (formerly a Feildiug farmer) it is a sturdy young rival (in embryo) of New Zealand farmers. It is a place where the noxious weed worrieth not, and the labourer is not overpaid; a place where the rabbit does not burrow. Mr Roots has beeu spying out the prospects of Argentina and Bolivia, and, haviug decided that they are rosy, he has returned to bid farewell to his Feilding and other Manawatu friends before finally "changing his spots" and becoming a Bolivian. He told a correspondent that immense blocks of land suitable for agricultural and pastoral purposes were now being opened up, and railway lines were spreading. He is of opinion that Bolivia has a great future, for, besides offering special inducements to farmers, it is rich in rubber, which at the present time is a most important industry. The immigration, Mr Roots states, is chiefly British and American, with veryfew people from Australia or land. American capital is also |§raring into the country, and a good deal of British capital is also invested there, more especially in the railways, which are all privately owned, and the railway facilities, both for passengers and for stock, are far superior to those of New Zealand.
