WAIRARAPA SOUTH COUNTY COUNCIL.

(Special to Daily Times.

The above body held their usual monthly meeting on Saturday there being present Crs W. Perry (chair), \V. Fisher, F. V. Moore, R. Jiarror, R. G. Welch and D. Douglas. An apology lor absence was re, eeived from Cr J.Strang.

The Treasurer's .statement showed a credit balance at the Bank of New Zealand of £573 12s !M. The receipts since last meeting were : General rates, £233 13s 7d ; special rates 15!) -Is 7d ; water rate niaiiit 'nance, £14 12s Sd; refund Waiohine bridge, Feathcrston County Council, £52 12s 7d; Government subsidy on 1901-5 rates, £817 lls 2d ; Government grant Gladstone-Longbush road, £275 ; making a total of £1182 -Is 7d. Accounts totalling £979 is lid were passed for payment. An application from Mr C. Aplin, that something be done to Hilton-road, was held over. The New Zealand County Association wrote stating that the Premier had notified the President of the Association that he intends, during lliis session of Parliament, bringing forward an amending Bill providing for extended franchise, and another providing for assured tinaiice of local bodies, and has promised copies of the Bill when passed. Until this was earned, the Association suggested that no Conference should be held unless something urgent occurred, and it would lie wise to appoint a delegate who could be notified of a meeting and attend at once. The Association also notified the Council that their subscription for the year 1905-0 was due.—Cγ W. Perry was appointed delegate.

Messrs Robinson and Robinson, solicitors, wrote on behalf of Mrs 11. Gosnell, who is cutting up land near the Waingawa river, adjoining the abattoirs, into killing paddocks, and desires to dedicate stock roads as public roads, so as to enable purchasers to have convenient access for their killing stock to the abattoirs. All roads end at the abattoirs, and therefore can only be used for driving stock. The solicitors asked the Council to go into the matter and inform them what extent of formation they require. They enclosed a plan of the locality. Decided that the engineer be instructed to examine the place, and that if any grading or formation be required the grade be not less than one in sixteen, the work to be carried out on the same conditions as the Kakara-road ; also to see that a sullicient number of culverts are put in.

Mr E. S. Maunsell wrote, complaining of tlie injustice of levying a special rate on Oliver's and MaunseH's roads, contrary to the terms upon which the loan of .£250 was raised—W.:., twenty-six years at 5 per cent,, by which time the loan would be discharged. He asked the Council to represent to the Auditor-General the injustice and illegality of the claim. He also asked the Council to furnish a statement of the first payment, which he thought was 20 years ago.- --Left to the County Clerk to reply to.

Mr V. Richards wrote, replying to a letter from the Council, re his thirds. —The Clerk was instructed to reply that the money had already been expended on the road benefiting his section, and that the money would have lapsed if no application had been made for expenditure.

The Featherston County Council wrote, informing this Council that they had passed their account for the Waiohine, and drawing attention to the excessive cost of the recent work.

The Department of Roads wrote regarding the protest re taking over the Waiohine Valley road, on the grounds that it was unsafe for traffic, that the D epartment had now put it in good repair.

Cr. Welch, in talking of providing a road to Mr Workman's property, at Dalclicld, said the Government had sold the land and not given access by road, and he thought the Government should be recommended to make a road.—Left to Cr. Welch and the Engineer to report upon at next meeting. The action of Cr Welch in instructing the Engineer to lengthen a groin at Dalefield and remove a stump from the creek was endorsed. It was decided to protest against the way the Carterton Borough Council has cut up the County roads through carting metal, and that the Council would not be prepared to pay half the cost towards filling in the drain, and that the Borough Council would be expected to pay half the cost of repairing the road when finished metalling.

Cr Perry said that as one of a deputation! in connection with Charitable Aid, to wait upon the Premier, he had been to Wellington and met' three or four delegates, who seemed to be there without any idea of unanimity. The deputation therefore fell through. If Wairarapa wanted a separation from the Wellington board they must take the matter up and get other counties to coincide with them. After discussion it was decided that circulars be procured and sent out asking all local bodies in the Hospital Board district to discuss the matter and appoint delegates to further discuss the question at the District Hospital Board meeting. The Engineer's report was adopted.
