Complications Arising,

Washington, Last Night,
Senators decline to ratify the arbitration treaties in their present form, mainly in order to retain authority over every stage of the negotiations. Specially they claim the right to ratify or reject each special agreement under the treaty.
President Roosevelt's Tariff Conference, comprising leaders of the Senate and House, have refused to assent to an extra session in spring, but have offered a Commission to enquire into the tariff schedules with a view to a fiscal session in the autumn.
