General Stoessel's Message to
the Czar.
A Hopeless Outlook.
(Received, Last Night, at 10.25 p.m.) London, Yesterday. Two divisions are shipping at Nagasaki for Kwantung. General Stoessel's message begging the Czar and Czarina's blessing has created a profound impression in St. Petersburg. It is considered as a forecast of a supreme act of heroism, sacrificing himself and tho garrison.
The Japanese do not believe that he will recklessly sacrifice tho defenders when he realises that tho position is hopeless.
The Mikado, speaking at tho luncheon tendered to the diplomatists in Tokio, re-echoed his regret that the time had not come to see peace restored.
