(Received To-day, at 9.40 a.m.) London, Last Night. The Glon lino of steamers have stopped taking cargo for Japan.

The Prize Court have released .the Haialing, together with thirteen varieties of cargo, confiscating only contraband, on the ground that the owners were not awaro that they were carrying contrabaud to a Eussian port.

Five steamers have been chartered at Hamburg for the conveyance to the Mediterranean of a million sterling worth of war material purchased by Germany acd will transfer it to Eussian cruisers. Advices from Brussels states that all Antwerp shipping companies have stopped loading for Japan. The Commission of high officials, which has bsen appointed at St. Petersburg to examine the position of the Volunteer Fleet from the standpoint of inter-national law, includes Professor Martins, who is also a member of tbe Admiralty Council to hear appeals against the capture of neutral vessels.

In a letter from General Stoessel, received by a friend in St. Petersburg about two months age, occurs the following significent passage : —" Ido not know if we shall see each other again. My own decision, orders or no orders, is, however, made. My life is given to Russia. Whatever happens Ido nos surrender. Port Arthur shall bs my tomb."
