Pessimistic View of the Position.

London, February 7.
The Japanese Minister at Rome, in his anticipations as to the issue of the present crisis, takes a pessimistic view of the position. He declared that the Russian reply is identical with the earlier one from Russia, declining to acknowledge Japan's right to interfere in Manchuria.
