Debate on the Address-in-Reply.

Mr W. S. Robson, member for South Shields, in moving the amendment to the Address-in-Rcply, dwelt on the absence of a plan of campaign in South Africa. Those blunders were due to the Ministry, not to the soldiers. Right Hon. George Wyndham, member for Dover, replying, practically repeated Mr Balfour's speech to the United Club. He contended that the munitions and provisions had sufficed for a force of sovenfcy-fivo thousand, had the estimate been correct; but the Government and all their military advisers therein erred. Mr Chamberlain, in a strenuous speech, quoting Sir Campbell • Bannerman's declaration, three months prior to tbe war, that military preparations were unnecessary, asked how could the Boers be expected to come to terms, thinking if they refused we would not make preparations ; or, if we did, they would be condemned by the Opposition. The debate was adjourned.
