In the House of Conitnons, the Bight Hon. W. St. J. Brodrick, Secretary for War, said it was not intonded to annex any portion of Thibet;, but only to prevent a recurrence of past difficulties. Earl Percy stated that communications had passed between Britain and Bussia prior to the expedition to Thibet.
