{Received To-day, at 7.39 a.m.) Constantinople, August 11. The Porte is almost panic-stricken. The Sultan expressed deep regrets at ;he Consul's murder, and begged the Czar ;o be indulgent.
He also promised to punish the guilty with the utmost severity.
